New stimulus Jobs from school stimulus? What!

There are suggestions that a 180 billion dollar new school stimulus that is addition to the other billions stimulus will create jobs while upgrading the elementary, middle, high, and secondary educational school. My question is how does spending money in a recession with money we don't have while people are losing jobs, homes, going into debt, have bad credit starving of food going to provide any type of help. with stimulus package to get people to spend money they have to first have the money to spend and as of now before the recession the average home owner is 8,740 dollars in debt and now could be 12 to 16 or more in debt which in addition to the repairs taxes procedures, red tape, i want my money before i do my job, my cut is first then you get the goods, you scratch my back i will scratch your back, crap that people do to compilcate things.
